Bush declared four days after Katrina hit, "I don't think anybody anticipated the breach of the levees"
However, the video here proves that he was advised of this possibility during an August 28th briefing -- the day before Katrina hit shore.
As the video clearly demonstrates a top hurricane expert voiced "grave concerns'' about the levees. Moreover, Michael Brown (then Federal Emergency Management Agency chief) warned the president and Homeland Security Secretary Michael Chertoff that he feared that this was a "big one" and that there weren't enough disaster teams to help evacuees at the Superdome.
Bush did not ask one single question during the briefing.
Bush "attended" the briefing via teleconference while on vacation at Crawford, TX.
The video actually makes Brownie look good (from the NYT):
''My gut tells me ... this is a bad one and a big one,'' then-federal disaster chief Michael Brown told the final government-wide briefing the day before Katrina struck the Gulf Coast on Aug. 29. "I'm concerned about ... their ability to respond to a catastrophe within a catastrophe,'' Brown told his bosses the afternoon before Katrina made landfall. "The Superdome is about 12 feet below sea level.... I don't know whether the roof is designed to stand, withstand a Category Five hurricane,'' he said. "Not to be (missing) kind of gross here,'' Brown interjected, ''but I'm concerned'' about the medical and mortuary resources ''and their ability to respond to a catastrophe within a catastrophe.''

I see her written request via link you provided. The date of her request is August 27, 2005. Katrina started August 24, 2005. Bush warned her, she declined, then requested help, by then it was too late. Read the facts:

i've heard people call talk radio and blame people for staying there because"they wanted to loot their neighbor's homes"
i've heard jackasses call and say that people refused to live in the trailers (that are sittting empty due to fema stupidity!)because the trailers weren't "good enough for them"
i've heard o'rielly actually ask a caller that lost everything and was stuck in new orleans with his wife(he is a student) "why didn't you just wire your parents for money to leave?" i almost choked at that one. the man(a grad student) said his parents lived in the northwest, and just how was he supposed to get money wired to go!!!??? and yes, i saw the "topped/breached" comment in the howard dean interview on cable! god, no shame, just spin!
oh, and if i hear about the victims not having flood insurance so it's their fault, just 1 more damn time i'll scream!

Would it have mattered if he said "We anticipate the breach of the levees"? The Goddamn city floods everytime there's a decent rainfall. New Orleans was going to be under water, everybody knew that, and everyone was ordered out --this was done regardless of anyone's "worst case secenario" predictions, so what is the point of all of this verbal masturbation? Political opportunism. Katrina was, in insurance parlance, an Act of God and no amount of preparation could have spared the city or its levees. And as for the people, they were told to leave or stay at their own peril. Those who didn't were fucked. But blaming Bush, FEMA, and every other bureaucrat for a Hurricane is a new low in political opportunism. Here is a question that no one seems to want to ask: Why weren't the levees re-built, repaired, and re-engineered 30 years ago after the last big one overwhelmed the city? Get real. Now. Perhaps you are too much of a jackass to understand that we all get that Katrina was an "Act of God." It is the response (or lack thereof) to the threat of Katrina, the response (or lack thereof) to the aftermath of Katrina, and the lies that were told about the response (or lack thereof) that is being questioned.
I don't pay taxes directly in LA, I do pay taxes to the Federal Government. I can't vote in LA, I do vote for people in the Federal Government. I therefore feel just fine pointing out the cronyism, corruption and incompetence in the Federal Government.

If they had only said "I think the levees will breach," none of this would have happened. You missed my point ---no amount of trucks, trailers, sandbags, warnings, yelling, screaming, evacuation orders, hoping, wishing, or praying was going to stop precisely what happened. EVERYONE, most of all those living in New Orleans, knew what was at stake. I understand now that both Anon. and Braden are calling for the immediate termination of FEMA and the Homeland Security Agency because the Feds have no business responding to devastating multi-state disasters.
It just stands to reason if a major US city is flooded, those first responders in the flooded city are on their own ... you know ... fuck 'em.
