Actually, I was confusing the Punic wars with king Pyrrhus (my bad).
Hard to see how it is a Pyrrhic victory, though. This measure will need some cost control components, perhaps under the next Republican (a sort of "Only Nixon could go to China" thing) in the late teens. Obama has taken th firt step that will make that later step possible.
