A Minister, a CEO and a Politician were at the pub having a drink. The Minister looked at the CEO and said, "You must keep them poor."
The CEO replied, "That's easy enough, but what if they find out it's me that's keeping them poor?"
The Minister pointed to the Politician and said, "That is why you must keep them afraid. So they won't question the reasons for their poverty."
The Politician said, "I can do that, but what if the figure out that there's nothing to be afraid of?"
The Minister replied, "Leave that to me. I will keep them stupid."
