As you've surely all heard by now, PA Governor Tom Corbett was caught with a Photoshopped stock image of a smiling black woman standing next to him as the footer on his campaign web site:

After the ensuing brouhaha, the image was replaced with one that better reflects the reality of the support for his campaign:

This morning I discovered that factcheck.org had already taken a look at the TV ad. And what did they find? Take a look:

We’ve noticed that the most deceitful attack ads often come from candidates who are most desperate. For example, consider the claim by Pennsylvania’s unpopular Republican Gov. Tom Corbett that his opponent “is promising to raise middle-class taxes,” when in fact Democratic nominee Tom Wolf promises to cut them. [Emphasis added.]Yea. It doesn't get much better for the Corbett Tom.
Wolf has proposed increasing the state’s income tax — but only for those making more than roughly $70,000 to $90,000 per year for individuals, or more than $140,000 to $180,000 for married couples. For the large majority of Pennsylvanians, whose incomes fall below those levels, Wolf proposes to reduce or eliminate the income tax. [Emphasis added.]After pointing out that the Corbett Campaign is claiming that Wolf is being dishonest, Factcheck corrects:
But it is Corbett who’s being dishonest here. He knows exactly what Wolf is proposing, because he was standing only a few feet away from him during an Oct. 8 debate in which Wolf sketched out his plan.So whenever you see the TV ad you can know for sure that it's a lie. The Corbett Campaign is lying to you whenever they show it to you.
Wolf said (starting at about 23 minutes into the recording): “If you are in the seventy to ninety thousand dollar range as an individual — and you can double that if you are married — you should not pay any more in taxes. And people making below that will get a break. That’s my goal.”

How else can you explain such a fleeting connection with the truth?
I've seen this ad on my TV a few times (as I am sure you all have):
But did you know that it's all based on a smeary lie?
Look at the image. It reads, "Wolf calls for income tax increase" and references that to PoliticsPA.
But when you actually go to PoliticsPA looking for a mention of Wolf increasing the income tax, you'll find this piece. In it, it reads:
The interesting part about all this is that while the (at best) misleading Corbett ad references PoliticsPA on the tax increase, all the information above is actually found at (now wait for it), PoliticsPA.
If Corbett had better ideas than Wolf, he'd be spending his money telling us all about them. Instead he's using his money to mislead the electorate, the people he hopes will vote for him. Can't get much more desperate than that.

You can't get much more dishonest than that.
Wolf sees his plan as fair, and he hopes that it will lessen the burden on those who he deems as the middle class; households with annual incomes between $70,000 and $90,000. [Emphasis added.]

By now you should all have learned that Governor Corbett, behind in the polls by double digits and presumably in desperate need of an election year boost, has announced:
Give it time. Give it time, for surely our friends in the Pennsylvania Tea Party will be screeching that very soon.
Back to reality. While it's good news that hundreds of thousands of the states poor could be receiving subsidized health insurance soon, not everyone's happy with the deal.

Turns out that about 35% of the foundational support received by the above mentioned Commonwealth Foundation came from those Scaife-controlled foundations - amd there's not a peep out of Nixon and Bumstead about all the money their former boss gave to the conservative institution they were quoting.

Federal regulators approved much of Gov. Tom Corbett’s “;Healthy PA” plan, the state and federal governments confirmed Thursday, ending months of negotiations between the two parties. Enrollment in what’s being called the “Healthy PA Private Coverage Option” will begin Dec. 1.
Mr. Corbett’s plan, unveiled last year and formally submitted to the federal government for review in February, would not directly expand the state’s Medicaid program, but would instead offer federal subsidies to low-income Pennsylvanians to purchase private insurance. As many as 600,000 uninsured Pennsylvanians could be eligible, according to the state’s latest estimates.

"The Obama administration's approval today of 'Healthy Pennsylvania,' Governor Corbett's insurance industry giveaway, will leave thousands of working families without insurance unnecessarily. Because the Corbett administration refused to accept a simple expansion of the medicaid program, thousands in Pennsylvania have gone without insurance they so dearly need, and thousands will still be left out in the cold because the approved deal will create unaffordable premiums.And our friends on the right must surely be unhappy as well. From Alex Nixon and Brad Bumsted of the Trib:
"There is no reason to give more money to the insurance companies when there was an easy alternative that would have used that money to directly aid the families that need it most -- expanding medicaid as 20+ other states have already done. The conservative Commonwealth Foundation commended Corbett for pushing back against Medicaid expansion, but said he should “walk away” from the plan as approved.And there's the subtle. That's the Tribune-Review, remember. Which, via its editorial page, has denounced Obamacare forever. Prior to his passing, Richard Mellon Scaife owned the Tribune-Review. Prior to his passing, Scaife presided over a number of foundations. Prior to his passing, those foundations gave lots of money to various conservative institutions over the years.
“Given the federal government's unwillingness to grant Pennsylvania work search requirements or meaningful cost-sharing, it's in the best interest of Pennsylvanians to walk away and pursue other avenues to truly expand health care access,” the Harrisburg nonprofit said in a statement.

Climate Denier Governor To Meet With Climate Scientists (An Update)

My blog post started with this article in the Tampa Bay Times. A group of actual scientists offered to meet with Florida Governor (and climate science denier) Rick Scott to explain the science to him.
I was wondering if we couldn't get a few climate scientists from Pennsylvania to meet with our own climate denying Governor.
Anyway, there's an update. From the Miami Herald:
Hey, we have a gubernatorial election coming up in Pennsylvania, right? Maybe Democratic challenger Tom Wolf should reach out to meet with some scientists and discuss the issue. Maybe that would get Corbet to do the same - just like in Florida.
Wolf even has a "climate change" page on his website. It starts with this:

Democratic candidate for governor Charlie Crist fueled the climate wars Friday and called Florida State University oceanography professor Jeff Chanton offering to meet with the scientists who asked to meet with Gov. Rick Scott.Of course, this is all about the upcoming gubernatorial election in Florida.
Scott said this week that someone in his administration would meet with the 10 climate scientists from universities and colleges across the state, but after Crist agreed to meet, them, the governor also agreed.

We need to take action so that future generations have access to fresh air and clean water, and have the opportunity to explore and enjoy Pennsylvania's natural beauty.Not a heck of a lot of room in there to say that climate change is "subject to debate" so it should be a rather easy conversation for Wolf to have with some climate scientists on climate change.
As governor, Tom will promote policies to reduce greenhouse gas emissions, promote clean energy alternatives, and invest in green energy technology and infrastructure. Additionally, Tom will appoint qualified individuals to lead the Department of Environmental Protection and the Department of Conservation and Natural Resources who will be responsible for proactively addressing climate change and promoting policies that are in the best interest of current and future residents -- not special interests.
How long until we get a serious discussion about it from Governor Corbett?

Rick Scott into the debate on climate change, 10 prominent Florida scientists on Tuesday asked for an opportunity to explain to him the impact human-induced global warming will have on Florida.I mean we have a Governor who's denied the science and we have some very important climate scientists in this state as well. Why can't something like this happen in our state?
"We note you have been asked several times about how, as governor, you will handle the issue of climate change," the scientists wrote in a two-page letter to Scott. "You responded that you are 'not a scientist.' We are scientists and we would like the opportunity to explain what is at stake for our state."
As a reminder this is exactly what Governor Corbett said:
I think everybody is taking a look at this. I think some people believe that it is clearly evident and it’s coming very, very quickly. I think there are others who are equally qualified that disagree with that. It’s a subject of debate.And that's exactly untrue - especially since we know that 97% of climate scientists endorsed the position that climate science is real and that human beings are causing it.

Dear Governor Scott:And while I've not found any instance of Governor Corbett saying "I'm not a scientist" it shouldn't be that difficult to re-write the above letter, change some of the details (like replacing "Florida" with "Pennsylvania" and so on) and sending it to Harrisburg.
We respectfully request the opportunity to meet with you to discuss the current and future impact of human-induced global warming on Florida. As scientists, we believe such information is vital given the threat posed by climate change. There is a clear need to develop a state plan to both mitigate and adapt to the threats to Florida's communities, businesses, tourism industry and protect the state's economic well being.
We note you have been asked several times about how, as Governor, you will handle the issue of climate change. You responded that you were "not a scientist." We are scientists and we would like the opportunity to explain what is at stake for our state.
We welcome the chance to present you with the latest climate science. Our hope is this will inform you as you consider Florida's plan for meeting the recently announced carbon pollution standards from the US Environmental Protection Agency (EPA). Each state will be called on to implement reductions with Florida's carbon intensity rate reduction target of 38 percent by 2030, from 2012 levels.
When asked about climate change, Florida Gov. Rick Scott's stock response is: I'm not a scientist. Florida scientists say: Let's talk.
We will also respond to any questions you might have regarding the recent National Climate Assessment (NCA) and any adaptation planning decisions you may be considering. That report, as you may be aware, concluded that climate change "is already affecting the American people in far-reaching ways." This includes more frequent and/or intense extreme weather events, more acidic oceans, and rising sea levels. The report further found "unambiguous" evidence that human activities — the burning of fossil fuels, the clearing of forests — are the cause. The NCA also found we are "exceptionally vulnerable to sea level rise, extreme heat events, and decreased water availability" caused by climate change, with "residents in some areas such as Miami Beach [already] experiencing seawater flooding their streets."
In short, Florida is one of the most vulnerable places in the country with respect to climate change, with southeastern Florida of particular concern.
This is not a hypothetical. Thousands of scientists have studied the issue from a variety of angles and disciplines over many decades. Those of us signing this letter have spent hundreds of years combined studying this problem, not from any partisan political perspective, but as scientists — seekers of evidence and explanations. As a result, we feel uniquely qualified to assist you in understanding what's already happening in the climate system so you may make the most effective decisions about what must be done to protect the state, including reducing emissions from fossil fuel burning power plants.
It is crucial for policymakers, such as yourself, to have a full understanding of the current and future threats to Florida. Most importantly, you should have a detailed understanding of the specific climate change impacts already affecting Florida to help you formulate the optimal plans for mitigating future impacts, while simultaneously preparing Florida's communities and businesses for the changes already underway, and almost certain to accelerate in coming years.
We look forward to meeting with you, and await your response.

Climate denial runs rampant in the halls of Congress, with over 58 percent of congressional Republicans refusing to accept the reality of basic climate science. A new analysis from the CAP Action War Room reveals that half of America’s Republican governors agree with the anti-science caucus of Congress.And so what did they report about Pennsylvania Governor Tom Corbett?
Take a look:
Governor Tom Corbett (R) questions the science behind climate change: “I think some people believe that it is clearly evident and it’s coming very, very quickly. I think there are others who are equally qualified that disagree with that. It’s a subject of debate.” In 2011, Corbett withdrew the state of Pennsylvania from the legal defense of the EPA’s endangerment finding for greenhouse gases. While he did implement a climate action plan, it was criticized as inadequate because it fails to set greenhouse gas reduction goals and fails to incentive renewable energy, according to an op-ed by Rep. Greg Vitali (D) in the Lebanon Daily News. The governor has cut funding for climate change research, has appointed climate science deniers to his administration, and has eliminated bipartisan programs that focused on renewable energy and conservation. Instead, he has moved his focus to natural gas production and the booming fracking industry in Pennsylvania. Despite coming under fire for pollution from drilling, Corbett handed authority of some of the state’s most critical environmental decisions to C. Alan Walker, a Pennsylvania energy executive who has fought against environmental protections and donated $184,000 to Corbett’s campaign efforts. The governor also made false job claims on behalf of the fracking industry, has been accused of trying to confuse the public with an environmentally friendly fracking agreement, and has called to lift the ban on oil and gas drilling in state parks and forests. Governor Corbett is running for re-election in 2014.What the Governor's doing, by saying that it's "a subject of debate" is to set up a false equivalency of sorts. He's asserting that there's a pro-climate science side and an "equally qualified" con-climate science side and that are still debating the science.
Which we know is factually incorrect.

So How Misleading IS Governor Corbett's Ad? Lots.

Oh, not so much, as it turns out. Let's take a look at the second sentence. There's a serious voice intoning a serious charge with a reference to news article (presumably) plastered on the screen as back-up.
Funny thing, though, when you track down the actual article being referenced, here's what you find:

Abandoned by Governor Rendell a few months later:
Isn't that misleading as well? I mean unless they were referring to other taxes. But if they were why didn't they say so? Sloppy at best, misleading at worst. We deserve better.

Another fact checking organization, this time politifact, says no. First on those "job killing" taxes:

Fortunately Tom Corbett came along and cleaned up Wolf's mess.

Ed Rendell's call to increase the state sales tax yesterday, despite criticism from Pittsburgh and Philadelphia legislators who said the regressive levy would have a negative impact on lower-income residents of their cities.But wait, this part of Corbett's ad was supposed to be about how when Wolf was tax collector and the article's about his nomination for that job. How can one be used in conjunction with the other? Simple answer: it can't, unless your intent is to mislead.
And what happened to the sales tax increase that nominee Wolf was defending?

Rendell announced this morning that he is abandoning his push to raise the state sales tax, crediting a "soaring" Pennsylvania economy for producing more than $500 million in unanticipated revenue.Doesn't that complicate the next sentence of Corbett's ad? That's the sentence about how Wolf's "higher taxes" led to so many job losses. Funny, they never discuss how 152,000 Pennsylvanians lost their jobs due to the sales tax that nominee Wolf defended but Governor Rendell later abandoned due to a "soaring" economy.
Through mid-June – two weeks shy of a complete fiscal year – Harrisburg has taken in $502 million more in revenue than first projected, negating, for now, the need to increase Pennsylvania's 6 percent sales tax by 1 percentage point, Rendell said at a Capitol news conference.

A new radio ad from Pennsylvania Gov. Tom Corbett boasts that he “created 150,000 new private sector jobs,” a feat called “remarkable” in a Web ad on his campaign website. Not really. Pennsylvania ranks 46th out of 50 states in the rate of private sector job growth during the three years Corbett has been in office. In fact, the growth rate is less than half the national average.Here's the funny about Corbett's "job growth":
According to the Bureau of Labor Statistics, Pennsylvania has added a net 138,300 private sector jobs between January 2011, when Corbett took office, and December 2013, the latest figures available. The December figures are projected, and Corbett’s office said it looked at the numbers from January 2011 to November 2013, which show a net gain of 151,100 private sector jobs.So there's not so much job growth, is there. At least according to the folks at factcheck.org.
Corbett’s comments focus on private sector job growth. During his time in office, the number of government jobs has declined by a net 42,000 (most from local government jobs). When looking at all jobs, including government jobs, Pennsylvania has gained 96,300 total jobs under Corbett – a 1.7 percent job growth over three years, ranking the state 46th in total job growth among the states.
Corbett’s numbers on private sector job growth are accurate, or pretty close if using December figures. But a much different picture emerges when the job growth is put into a national context. [Emphases added.]
But let's get back to the ad. Was Wolf responsible whatever rising unemployment and tax rates when he was tax collector.

We did find a basis for the ad’s claim that 100,000 Pennsylvania jobs were lost during Wolf’s tenure. According to the Bureau of Labor Statistics, the number of unemployed Pennsylvanians rose by 150,000 between April 2007 and November 2008.And then whether he was responsible for the taxes in the first place:
However, the problem with this part of the claim is that it’s a stretch to blame taxes in general -- much less Wolf specifically -- for the loss of these jobs (especially their "killing," in the ad’s overheated rhetoric).
We asked Tara Sinclair, a George Washington University economist, how much straight-line causation we can draw between tax policy and those job losses.
"Basically none," Sinclair said, saying the much bigger factor during that period was the national economic downturn, which officially became a recession almost halfway through Wolf’s tenure.
While she acknowledged that tax policy can affect job growth, Sinclair added that "economists disagree wildly on the ‘job-killing’ effects of taxes. So, confidently drawing any line of causation is impossible. And throw in that the entire country lost about 2.3 million jobs over that period. I don't think it was the high taxes of Pennsylvania that caused the job losses."
Why does this matter? Because the ad said that "on Wolf’s watch, taxes were high." This suggests that Wolf is to blame for the state’s overall tax structure, rather than just for proposing marginal expansions. In reality, most of the state’s tax structure was already well-established before Wolf was even sworn in, so it’s a stretch to lay the blame for "high taxes" at his feet.So how much of Corbett's information in his "Toy Story" ad was accurate?
Second, the ad overhypes how much impact Wolf had on tax policy as revenue secretary. While Wolf certainly engaged in at least some advocacy, as the newspaper articles noted, his job duties were exclusively administrative, not policy-setting.
The secretary’s job, according to the department’s website, is to "administer the tax laws of the commonwealth in a fair and equitable manner." Raising taxes or creating new ones is up to the governor and the Legislature (which during his tenure had one chamber controlled by the Republicans).
Very very little. And that makes it very very misleading.
We deserve a better Governor and a better campaign than this.

By all means. Let's now spend taxpayer money defending Penn State for their cover-up of the rape of children at the behest of the former state attorney general who sat on the complaints for two years. (Especially after said former AG -- now Governor -- originally accepted the NCAA sanctions almost six months ago.)

Though some got today's PA Voter ID law ruling wrong initially (Post-Gazette and Think Progress) causing real confusion (at least by me and some others on Twitter), most (including Pittsburgh City Paper) got it right the first time. The bottom line is that House Majority Leader Mike Turzai and Governor Tom Corbett and their Republican buddies have been temporarily undone.
The bottom line is this:
The election in November will function just as the primary election did. You do not need to have an ID to vote in Pennsylvania on November 6th. Poll workers can ask you for an ID, but you will not be prevented from voting normally (on a machine without a provisional ballot) if you do not show them an ID.

Greetings from the Great State of Pennsyltucky!
Time was when Pennsyltucky used to only refer to the more rural "T" section of our Commonwealth, the place where guys like this reside. But, after the last couple of weeks, I think that we can agree that we're all Pennsyltucky now:
A Pittsburgh jury refuses to find fault with three police officers in a civil trial for doing this:
to honor student, Jordan Miles, who was simply walking down the block from his mom's house to his grandmother's house (no criminal charges were ever filed against the officers).
Allegheny County's GOP chair and former county executive Jim Roddey makes a joke that anyone who would vote for President Obama is "mentally retarded."
And, The Daily Show mercilessly (and rightfully) mocks our new Voter ID law. Jon Stewart shows the clip of House Majority Leader Mike Turzai (R-Allegheny) admitting that the new law was created to elect Mitt Romney. He also mentioned that the state's attorneys stipulated that there was no known cases of voter ID fraud in PA. However, he didn't mention that both our Governor and Secretary of State admitted they didn't actually know what's in the new law -- I guess they'd need to rename it Tragedy Central for that...

Between 11 and 13% of PA's eligible voters, registered voters, and people who voted in 2008 believe they have the photo ID they need to vote in November, but actually don't!
A whopping 43% of Philadelphia voters may not possess a valid PennDOT ID!
Had the new law been in effect in 2008, Barack Obama would have lost the state’s contest to John McCain by 200,000 votes! (The only fact that Republicans care about.)
